I see that the International City Management Association is offering an online seminar focused on Property Assessed Clean Energy (PACE) bonds. The idea behind these bonds is that municipalities can offer property owners the opportunity to finance energy retrofits by allowing owners to pay off the bonds as part of their property taxes over a period of years, usually 20 years. Presumably the municipality would generate the capital for this by issuing bonds, and it would re-pay the bonds with the property tax increments received each year from participating property owners.
